Recycling with Fresh Start in the North West

We've been working closely with Fresh Start Waste Services in recent months as the business puts in place the physical infrastructure it needs to meet growing demand for recycling.

Fresh Start provides waste collection, management and recycling services to the trade, industrial and commercial sectors, operating throughout Greater Manchester and increasingly the wider North West region.  



Fresh Start is a great example of a proactive, agile recycling business, committed to investing in modern technology to maximise the percentage of waste that can be presented for recycling at the businesses own Materials Recovery Facilities in Swinton and Preston.

At Hilton Square in Swinton, MAZE has just secured planning permission for change of use of two adjacent industrial buildings to create significantly expanded recycling capabilities for the business. 

At MAZE we are acutely aware that having to deal with planning and other regulatory matters is often seen as a distraction by our clients, which takes them away from getting on with core business activities and creating jobs. 

Fresh Start's Managing Director, Craig Lavelle, and his management team were great ambassadors for their business and the waste industry as a whole throughout the planning application process, taking time out to ensure Salford Council had full access to information about the business and its high standards of operation.

The planning permissions will enable Fresh Start to invest confidently in operations at Swinton, continuing the company's commitment to the use of best available technology and exceptional working practices.

Malvern retail park extension approved

Maze Planning Solutions has secured permission for two additional retail units at Malvern Retail Park, acting for the park owner, Consolidated Property Group (CPG).

The two-storey units have the benefit of unrestricted food and non-food planning permission and have attracted strong occupier interest. Construction will start shortly.

The development of additional space continues CPGs programme of expansion and improvement at Malvern, which started in earnest last year with construction of pod units for Caffe Nero and Carphone Warehouse.

CPG is shortly to reveal proposals for upgrading existing units at the retail park - a planning application is imminent.

Manchester Incorporated Law Library Society's relocation plans stepped up a gear yesterday when Manchester City Council granted planning permission for a move to Deansgate  


Manchester Incorporated Law Library Society has been in existence for over 130 years, and for most of that time in its current home at 14 Kennedy Street in the City Centre. 

The Library provides an extensive range of legal texts, reports, journals, legislation and other reference material for those working in the legal profession on a membership basis.

The Kennedy Street building is in the process of being sold. All being well, the Library's new home will be in the City's Onward Buildings, Deansgate.

The planning application was submitted by MAZE Planning Solutions on behalf of the Law Library Society.

Security improvements at leisure park

MAZE Planning Solutions has secured approval for a security lodge at Leisure Lakes, overcoming an earlier refusal and failed appeal. 

Upgraded security forms a small part of significant planned improvements to facilities at the outdoor pursuits, watersports and caravan park near Tarleton in West Lancashire, which are being guided by MAZE on behalf of the site owner. 

West Lancashire Borough Council gave its approval to formation of a new 18 hole golf course at the end of 2013 and the Council has recently reached agreement with the owner on the proposed construction of 49 woodland holiday lodges, although the final decision on that development rests with The Planning Inspectorate, with an outcome likely in June 2014.

Topps Tiles ready for Bury


Work is underway on Topps Tiles new outlet in Bury, Greater Manchester.  The company will occupy 650 square metres of space overlooking Crostons Road, next to B&Q, Safestore and Screwfix.

The former Pendle Designs industrial building is being comprehensively remodelled and refurbished to provide modern space for the business, which provides a range of tiles, hard floor finishes and related products geared towards meeting the needs of the trade sector and competent DIY'ers.

The development is being undertaken by a private investor, with planning advice provided by MAZE Planning Solutions and acquisition and letting work undertaken by Nolan Redshaw Chartered Surveyors.

Standish Foodstore Approved

MAZE Planning Solutions has secured Planning Permission and Conservation Area Consent for a foodstore development in central Standish.

Wigan Borough Council's approval enables the development of a 2,618 square metre (28,470 square feet) supermarket on the site fronting the A49 High Street, owned and occupied by Noel Chadwick Ltd.


The applications were submitted to the Council in July 2013, following public consultation in February and March of that year and pre-application discussions with Planning Officers which commenced in June 2011.

The site will be cleared to make way for a new, high quality, stone-faced building, served by a 150 space car park with direct access from High Street.

Iceland sign up at New Brighton

Iceland Foods has signed a 15 year lease on 570sqm of space at Neptune Developments' scheme at Marine Point scheme on the Wirral peninsula.

The move follows the recent grant of planning permission to amend the original consent necessary to enable Iceland to trade from the site. MAZE Planning Solutions provided specialist retail advice for the planning application, which was submitted by Roman Summer Associates.   

Iceland is fitting out and will open on 4 March.  Neptune has also announced that Pizza Express has signed a 25 year lease and will also open soon.

The waterfront regeneration scheme at New Brighton provides over 20,000 square metres of retail, leisure and hotel floor space.  The tenant line up includes Morrisons, Grosvenor Casino, The Light cinema, Travelodge, Green King, Prezzo, Starbucks, La Tasca, Chimichanga and Loungers.

Golf Course approved at Leisure Lakes

West Lancashire Council unanimously approved proposals for a new 18 hole golf course at Leisure Lakes on 12 December.

The course has been designed to integrate with the existing landscape of drainage ditches and hedgerows and will provide significant gains for local ecology, especially a resident water vole community. 

The 18 hole course will add to an existing 9 hole course and driving range facilities at the leisure park situated near Tarleton, Lancashire.

MAZE Planning Solutions advised Leisure Lakes on the scheme, with specialist support provided by Planning & Landscape Associates, Waterco, ERAP and Apex Plans & Surveys.

The planning permission will be formally granted following completion of a legal agreement securing a £20,000 contribution to fund the improvement of local public transport infrastructure.

Caffe Nero and Carphone Warehouse open in Malvern

Caffe Nero and Carphone Warehouse are now open at Malvern Shopping Park, occupying a new building next to Marks & Spencer. 

The Caffe Nero space includes a terrace with 40 seats, high quality internal fit out and eye-catching external graphics to enliven the gable wall.

Maze Planning Solutions secured planning permission for the development in January 2013, acting for the retail park owner CPG South Ltd, a Consolidated Property Group company.

Ratcliffe Groves Partnership designed the building and Savills acted for CPG to secure the lettings and are managing agents for the development.

Burscough Housing Scheme Approved

West Lancashire Borough Council has given its approval to proposals for development of 86 houses on land at the junction of Liverpool Road South and Abbey Lane in Burscough.

The planning application was made by MAZE Planning Solutions on behalf of the landowner, Time Token Ltd.

The Council's decision, reached on 05 September, brings to a close a lengthy planning application process needed to explore and resolve issues relating to ground conditions, ecology, noise and drainage.

The site has a chequered planning history, with several failed and withdrawn applications.  MAZE worked with the Borough Council over an extended period prior to submission of the application to ensure that the emerging Local Plan document supported the principle of housing development, clearing the way for a successful application this time around.

The planning permission is subject to a S106 agreement that will secure a significant financial contribution towards the Burscough/Ormskirk Linear Park initiative and a mechanism to ensure a viable level of affordable housing is provided when development takes place.

Clough & Willis is managing completion of the S106 agreement and Nolan Redshaw Chartered Surveyors is handling the sale of the site for Time Token.

Malvern Retail Park Extension - ready to go

Work is due to start imminently on the expansion of Malvern Retail Park , which will initially provide 250sqm (2,700sqft) in two units for retail and cafe use following the recent grant of planning permission, secured by MAZE Planning Solutions.

Planning permission is also in place for an additional 1,860sqm (20,000sqft) two storey unit to extend the existing retail terrace and provide further car parking.  


The development is owned by Cheshire-based Consolidated Property Group.  The fully let prime retail park is situated North-East of Malvern town centre and currently provides 140,000sqft of space in 11 units, plus a drive-thru restaurant and almost 600 parking spaces.  Tenants include M&S, Next and Boots.

MAZE has previously advised Consolidated Property Group in relation to its retail developments and investments at Dragonville Retail Park (Durham), Centre Retail Park (Oldham) and Chester Retail Park

Helping Barnardo's in Blackpool

 
MAZE Planning Solutions is pleased to have helped children's charity Barnardo's establish a new donation centre and shop in Blackpool.
MAZE secured planning permission with the support of officers at Blackpool Council in August to enable Barnardo's to occupy a 550 sq.m (6,000 sq.ft) vacant unit at Cherry Tree Retail Park, Blackpool, FY4 4PH.
The new use combines a 'front of house' retail space together with a larger area devoted  to receiving, sorting and redistributing donated goods to maintain a flow of stock for the charity's established network of stores in the Fylde coast area.

Medical Practice Approved for Bury

Indigo Healthcare will be bringing its private primary health care services to Bury following approval earlier this week of its proposals to take occupation of Hilton House. The town centre building, located on Irwell Street next to Castle Leisure Centre, had been empty for several months following the departure of the Council's Children's Services team.

Indigo is relocating from the neighbouring borough of Rossendale and expects to create a number of new jobs when the practice is established in its new home.

MAZE Planning Solutions handled the planning application for change of use of the building, assisted by FuZED Architecture + Design.
